With the reform of the marketing economy system , the competition between universities is increasing. By analyzing the reform process of our country's marketing economy system and its influence to the universities in our country, I conclude that turning the strategy from incremental reform to integral reform is the tendency of our country's marketing economy system reform in the new century. And in this situation, to develop the higher education in our country , market-oriented reform is the necessary choice. In this paper, I also analyze the main difficult problems that must be solved in the process of carrying on the market-based reform to the higher education of our country.By analyzing the subject, target and character of the competition between universities, and the competition states of our country's agricultural universities, I conclude that the agricultural universities are obviously in inferior situation in university competition because of its problems such as unsmooth enrollment and employment channel, serious shortage of educational outlay ,low level teaching quality, being in lower social status and lack of characteristic running a school.By analyzing all the problems , this paper put forward developmental countermeasures of the agricultural universities: making clear the niches of all kinds of agricultural universities; seeking own characteristics in the course of "integrating" development ; Make great efforts to set up plural investment structure, try to expand the autonomy of running a school; innovating systems of enrollment and employment; adjusting the academic and major structures , providing all-around and high-quality aim of servicing "three dimensional rural issues" ; making reform of curriculum systems and teaching contents; improving teaching quality by using marketing systems ; Strengthen the social service function, strengthen scientific and technical innovation , accelerate transformation and industrialization of the scientific and technical result,etc..
