Study On Efficiency Of Policies Of Employing Foreign Players In CBA

There is limitation imposed by professional sports organizations on employment of foreign players in many countries, and it is also a policy used by Chinese professional sports organizations. The employment of foreign players refers to a deal about how to make use of the foreign players' labor which is made between native club and foreign players and it can promote the excellence of league's contest and increase league's revenue. On the contrary, it would bring negative effects on the achievement of the very event's national team. It is a typical issue of externalities. It is helpful to the analysis of the policy on the employment of foreign players to apply the concept and theory of externality to the analysis of the employment of foreign players.The positive research methods and the normative research methods are used in this thesis. By analyzing efficiency of the policy on the employment of foreign players of CBA, combined with the present situation, the thesis put forward an advice to improve the efficiency of the employment of foreign players. The conclusion of the thesis includes 4 points as following:Firstly, Chinese Basketball Administration Centre (CBAC) cooperates with Chinese man's professional basketball league (CBA) in producing national team's achievement which is with the quality of public goods and the league's contest which is with the quality of private goods. To assure national team's achievement, CBAC sets down some policies among which there is the limitation on employing foreign players. Due to CBAC's status of the regulator of the league and the profit brought by the foreseeable achievement of the national team, it is necessary and reasonable for the league to accept the limitation on employing foreign players.Secondly, CBA is a professional sports organization with the characters of the Joint Venture, and therefore it is one of the important functions of the organization to keep and promote the league's competitive balance, which should be done by CBAC, the regulator of CBA.
