Research On The Population Flow In Zhejiang Province Based On Regions Coordinated Development

As a special group, floating population has distinguishing features about flow direction , regional distribution .. population structure and economic constitution. In this paper, the status quo and the features of floating population were analyzed regards of the Fifth Population Census of Zhejiang as samples. In recent years, a large group of both in-flow and out-flow population existed in Zhejiang province. "Zhejiang phenomena" of population flowing across province was a fashion. Once as a net out-flow region at the time of the Fourth Population Census, Zhejiang province become a net in-flow region now. The scale of floating population will increase continuously. The average age of floating population mainly concentrated on working age. The sex ratio was higher than permanent residents. Education degree of out-flow population was higher than in-flow. The proportion of population with high education degree migrated from other provinces was decreased. Most careers of the floating population were labor force and merchantman mainly concentrated in secondary and tertiary industries at metropolitan areas, such as Hangzhou, Ninbo and Wenzhou. It formed four distribution patterns within the province such as "high in-flow, low out-flow", "high in-flow, high out-flow", "middle in-flow, low out-flow", "low in-flow, high out-flow". As an important labor force, floating population was one of the elements of region economy development. Making different influence to the population scale and structure in the in-flow area and out-flow area, floating population affected regional coordinate development. The typical survey and interview on 1000 floating population samples showed: in the urbanization process of Zhejiang province, population flow served as a force to promote urban-rual integration, change the dualistic structure of urban and rural, optimize the resources allocation for human resource, physical capital and information resource and maximize the social benefit. Population flow led to an all-win effect for in-flow areas, out-flow areas, enterprises and the country.To fully utilize the positive impact of the floating population, we probed into the movtivation and retard elements of the floating population in Zhejiang province, so as to promote rational population flow that will benefit regional coordinate development. Decision-making depended on the balance of flow income and flow cost by observing the micro model. The evidence of relation between the economy indexes of every city in Zhejiang province and the floating population index showed that the expectation of high profitability in urban area had great attractiveness to the floating population. In another aspect, there are different kinds of uncertainty and risk about population flow. Furthermore, current institutions such as household registration system, employment system, land policy and social security system set up the impassable entry barrier for the free flow of population.
