The core of new urbanization refers to the coordinated development of population urbanization and land urbanization. However, the phenomenon that the development of land urbanization is faster than the speed of population urbanization is widespread in China. For example,in 2010,the urban construction area of China was 3.21 times that of 1991,and in 2010 China's urban population was 1.89 times that of 1991.Therefore,the rate of land expansion is 2.38 times that of population growth. In view of the coordinated development of population urbanization and land urbanization in the Beijing-Tianjin-Hebei region,Chinese scholars have measured the urban population growth rate and urban construction area growth rate in Beijing,Tianjin, and Hebei,It is found that in the three regions of Beijing-Tianjin-Hebei region, the growth rate of urban construction area was higher than that of urban population in 2005-2016,which indicates that there is an imbalance between the two.The new urbanization is a new driving force for economic growth. Therefore,in response to the coordinated development concept of Beijing-Tianjin-Hebei,the Beijing-Tianjin-Hebei region can improve the imbalance of new urbanization levels among cities, and then achieve economical and balanced development in the Beijing-Tianjin-Hebei region. This paper will conduct an in-depth study on the development status and influencing factors of urbanization and land urbanization in 13 cities in Beijing,Tianjin and Hebei, the selected time interval is 2000-2016.The specific research contents are as follows:First,on the basis of comprehensive consideration of the connotation of population urbanization and land urbanization, comprehensive measurement of multiple indicators for population urbanization and land urbanization.Secondly, through the coupling coordination degree model, the coupling degree of population urbanization and land urbanization in the region is measured.Third, using the global Moran index, the local Moran index, the Lisa aggregation map,and the Moran scatter plot to measure the spatial correlation of the coupling degree of population urbanization and land urbanization in Beijing,Tianjin and Hebei.Fourthly, the spatial spillover effect of the coupling degree of population urbanization and land urbanization and its influencing factors are analyzed by constructing a spatial econometric model. The conclusions of this study are as follows:(1)The comprehensive evaluation index of urbanization of urban population in Beijing,Tianjin and Hebei and the comprehensive evaluation index of land urbanization show an increasing trend year by year.(2)The coupling degree of population urbanization and land urbanization in Beijing-Tianjin-Hebei is increasing year by year, but the level of coordination needs to be improved. In 2016,the coupling degree of Beijing,Langfang,Shijiazhuang and Tianjin was higher, but only reached the level of moderate coordination;through the aregis color level map,the coordination degree of population urbanization and land urbanization in Beijing-Tianjin-Hebei existed in space. The imbalance is unbalanced and the imbalance is unstable.(3)It can be seen from the global Moran index,Moran scatter plot and Lisa aggregate map that the coupling degree of population urbanization and land urbanization in Beijing-Tianjin-Hebei has a positive correlation in space.(4)The coupling degree of population urbanization and land urbanization in Beijing-Tianjin-Hebei has a positive spillover effect in space, but the spillover effect is relatively insufficient. The coupling degree between population urbanization and land urbanization using fiscal revenue and land agricultural rights use system It has a negative impact;the proportion of GDP and population density of the second and third industries has a positive effect on the coupling degree of population urbanization and land urbanization, and the promotion of population density is greater than the proportion of secondary and tertiary industries in GDP;The impact of expenditure on the coupling degree of population urbanization and land urbanization is not significant. In view of the conclusions of this study, firstly, suggestions from four aspects are proposed to improve the coupling and coordination level between population urbanization and land urbanization in Beijing,Tianjin and Hebei, namely, household registration system, land system, fiscal system and industrial structure;secondly, for the population of Beijing-Tianjin-Hebei Relevant suggestions are put forward for the current situation of spatial imbalance between urbanization and land urbanization.
