Since the Reform & Open policy, overseas students have been an important carrier of culture communication. They have already been an indispensable districted resource and play as an important force in the innovation of technologies, the progress of nature science and the development of economics. Moreover, it has a broad and profound effect on the innovation of education system of Shandong. There's no doubt that the foreign students, a group of elite of with different culture, will play a paramount role in the innovation and fulfillment of education system of our province with the further Reform & Open policy. Under these circumstances, it's important to review the education practice and education activities of overseas students during first half of 20th century and also their contributions to the modern education of our province. So we can get some historical reference for our foreign students'education. The overseas student education in Shandong was started during the Xin-Zheng Reforms in the Late-Qing dynasty in 1901. The primary aim for the international education was to get the human resources that were in urgent need for the Xin-Zheng including the teachers for new style education, lawyer, politicians and industrialist for the reforms.The early overseas students of Shandong mainly went to Japan as those in the other parts of China. In the late Qing dynasty, there were about 600 students from Shandong who were among the upsurge of studying in Japan, which comprised the main part of students who studied in Japan in North China of the late-Qing dynasty. The majors those Shandong students abroad took were mainly in law and politics, military affairs and normal school in the early time and majored in industry in the late time. For area distribution, it has the character of concentration in the east and south part while less in west and north of Japan. Moreover, the education of study in Japan was impelled a lot by non-government forces. When the Shandong students abroad came back, they had begun to exert influence to Shandong's education since the innovation of education in late-Qing dynasty, which reached its peak in 20's of last century. On one hand, they took active part in The Revolution of 1911, tried their best to advance the independence of Shandong, and established a good social foundation for the Shandong's contemporary education.
