The vocational higher education reform that takes the students' quality as the basis is gradually thorough. It is much meaning to promote the overall quality development for students' of vocational higher education institutions that the thesis builds up a set of evaluation criterion system that adapts to them and makes use of the science valid evaluation method. Firstly, the research background, domestic and foreign present condition and development, study methods and the technique route, the main contents and structure arrangements of this thesis are outlined. After discussing the classification of the university and college, the paper analyzes the basic content of the vocational higher education and explicits that it is a new type of higher education. The thesis analyzs the educational situation that vocational higher education institutions are facing by the SWOT method. According to the positioning theory, the paper does the study on the positioning of them and compares the talented person's training characters among them, the common undergraduate schools and the medium occupation schools. This makes them clear the talented person's training target positioning. What the talented person's training target is decides what the talented person is trained. So this paper analyzes deeply the students' ability characteristics structure of them from basic occupation abilities and comprehensive occupation abilities. Then the basic contents of the vocational higher education institutions talented person's training evaluation projects are introduced and compared with this thesis. It is discussed that the basic theories and the framework of the quality evaluation criterion system for students of vocational higher education institutions. After a great deal of inquisition research, the different level criterions of the criterion system framework are analysed and improved. Then it is established that the students' quality evaluation criterion system which is suitable for them. After intrducing the basic theories of students' quality evaluation method, the paper studies the property of evaluation methods and the correlations of them, defines that the evaluation purpose and object decide the evaluation method and puts forward that the students' quality evaluation methods are choosed and certained according to the principle of "proper method of one problem". At last, the paper studies the basic procedure of the students' quality evaluation of them and does the case study.
