Learning city appeared with the idea development of lifelong education and learning society.In fact, it is a specific social practice, which can help to realize lifelong education or learningsociety, and its core guiding ideology is the concept of lifelong education. At present, althoughthere are many research results on evaluation of learning city, all of these results still remain inthe level of evaluation index system of learning city without forming a criterion. Thus, in thispaper, the author devoted to establishing a criterion of learning city on base of existing evaluationindex systems of learning city at home and abroad.In the process of establish an evaluation index system of learning city, the value orientationof the learning city was first analyzed in detail and it was also explicit that the value orientationof evaluation index system in this paper is to realize the ultimate goal of social development,namely prosperous, justice, equality, freedom, integrity, rule of law, democracy and civilization.Thus, people’s all-round development can be improved and the society can be developed to thestate of ultimate goal by constructing learning city. What’s more, after following a series ofindex selection principles and checking rationality of the indexes and integrity of the whole framestructure by using expert consultation method, an evaluation index system was finally constructedwith learning resources, learning vitality, learning supporting measures, learning effect as the firstgrade indexes.The criterion of learning city was constructed mainly by expert evaluation method.Firstly, all the experts had to evaluate the importance of three-grade indexes on base of its effecton learning city. Secondly, the experts had to set the bottom criterion of each index when itreached the level of learning city and higher level learning city. Thirdly, they were required togive specific suggestion on the evaluating scheme of both learning city and higher level learningcity. Finally, with expert evaluation method and a series of data statistics, a complete learning cityevaluating scheme was taken shape, which is the criterion of learning city.It is found that half of the important indexes doesn’t reach the level of learning city afterevaluating the state of learning city in Guangzhou with the finished criterion. Hence there is stilla long way before Guangzhou becoming a learning city. Then, in the process of building learningcity, Guangzhou have to do a lot in some aspects. As the criterion is pertinent for evaluatinglearning city, the evaluating result is almost the same as the expected one, and the whole processis simple, thus it has features such as applicable, convenient and reliable.
