This study inquires into adult higher education policy by employing value analysis, interest analysis and power analysis. The analyses try to explore the philosophical and sociological meanings of adult higher education policy, and provide some policy reform suggestions.Under the perspective of value analysis, this study which takes the texts as object and applies coding research method analyses the value of adult higher education policy. This study mainly inquires into policy subject, policy problems and aims of adult higher education.Under the perspective of interest analysis, this study which applies estate analysis method analyses the interest distribution of the adult higher education policy in various classes of China. The study also analyses the reasons for these conditions, and provides constructive policy suggestions to balance the interest of various classes.Under the perspective of power analysis, this study which applies text analysis method analyses the power organization, power relationship and acting measures from the aspects of examination power, management power and evaluation power.
