Higher vocational education plays an important role in promoting the reform and development of economic society and the comprehensive development of human,so most countries pay great attention to the development of higher vocational education.Our country has strengthened the degree of concern for the development of higher vocational and a large number of policies issued by the government is the most powerful performance.Under the guidance of these policies,the number of higher vocational institutions amplified significantly.At present higher vocational education is already half of higher education and plays an important role in the education system.With the practical requirements of the times,the economy,science and technology as well as the people,higher vocational education develops from the scale construction to the connotation construction in the core to improve the quality of education.School-enterprise cooperation is the only way for higher vocational education to continue sustainable development with high-quality,but the imperfections of policies and systems and the lack of policies and systems environment of school-enterprise cooperation of higher vocational education,to some extent hindered the development of higher vocational education.This article published a clear understanding of the policy context and trends as well as the policies of school-enterprise cooperation of higher professional education and so on based on a systematic analysis of the policies on higher vocational education development issued by governments from 1996 to 2015,nearly two decades which can provide a reference for future policy development and research of school-enterprise cooperation of higher vocational education.Firstly,this article gives us a clear understanding of the development process of higher vocational education school-enterprise cooperation and sums up the imperfection of policy system of higher vocational education school-enterprise cooperation restricts the development of higher vocational education through carding the course of development of higher vocational education,the development history and current situation of school-enterprise cooperation and policy research for Chinese scholars of the relevant content of school-enterprise cooperation of higher vocational education.Secondly,this article divides stages for policy development of higher vocational education school-enterprise cooperation according to the trends of time distribution of policy texts,1996 – 2001,as the initial stage,2002-2009 for the rapid development stage and 2010-2015 for the Connotation construction phase.On this basis,this article analyses the changes in policy bodies and topics of higher vocational education school-enterprise cooperation according to the dimension of time,and then analyses the centrality and density of keyword network for school-enterprise cooperation using UCINET social network analysis software.Through a series of analysis,we found that the policy co-ordination level of higher vocational education school-enterprise cooperation is gradually moving down and the level of co-ordination is increasing;policy system and governance system is taking shape;policy implications changed over time and continue to change;policy has achieved value orientation of many aspects.Finally,corresponding recommendations about policy development are made.
