Reformation Of Government Regulation And Enlargement Of The Development Space Of Higher Education

Along with the system reformation of the institution and the deeper conversion of the government function, the higher education management system reformation has become an important aspect in the reformation of the government regulation in our country. In the new century , we analyzed the new trend of the higher education management reformation in our country through the related conceptions and theories, according to the objective reality that the higher education has more and more characteristics in the third sector, so as to expand the developing space of the higher education. This article includes three chapters. In chapter 1, it introduced the social background of the third sector theory's rise,generalized the of the characteristics of the third sector, pointed out the particularity of the third sector in our country, analyzed the third section theory's fulfillment in developed and developing country. Based on the emphasis of the policy text of the reformation in the higher education management,we pointed out that the development of the higher education in our county is lack of the social dimension; The predicament is the dualistic analysis framework of the government and the market, and get out the enlightenment towards the higher education management reformation from the third sector. In chapter 2, it refined the basic principles of the regulation reformation of higher education performance principle, service principle and governance principle based on analyzing the regulation theory. In chapter 3,it mainly examining the higher education development of our counting based on holding the regulation reformation of the higher education starting from the view of the third sector theory. This paper put forward the political advice of expanding the higher education developmental space in our country from the following aspects: promoting the game Under the social dimension among the college, the government and the market, reaching the balance between the independence of the college development and the social responsibility, setting up "the Folk Coordinate Mechanism and System"relied mainly on higher school community, creating the model of the supply and demand of the system arrangement of higher education reformation and development.
