Recent years, there is a primary effect that has been achieved in the reform of higher education in China, and it gradually steps into the deeper zone of reformation. However, it will be difficult to be carried out without the core problem getting a solution to deal with the relationship among the three subjects, the government, the colleges and the society. Therefore, the government of our nation, the colleges and the related appraisal agencies will stick to their place and perform their own functions during this period of reformation, which will be seen as the origin of force and power.At present times, the status of these three factors will be shown as the following aspects. First of all, the government is practically being a macro-regulator. But its function should be paid more attention to the leading, not involving into the actions. So there are a lot of issues should be solved concerning of this. Secondly, in the assessment of the colleges, the appraisal agencies are not only influenced by restriction of their own abilities but also by the government, hence the administrative feature is so obvious. Last, the lack of passion and the prosperity have been discovered in the college for the above reasons, which are mostly from these relationships that are not divided clearly and separately.In this paper, the writer is based on the governance theory to study the transferring, the relationships and the linkage mechanism of the government, the colleges and the appraisal agencies, so as to set a chance to the government regulation separate from management. The way and content to transform is the key point of this study, and the details should be focused on the manipulation of the relationship and dealing with issues, such as the problems of how to do, what to do and who should do it, in order to build up a modern relationship to realize the higher efficiency in the colleges govern.
