Primary and secondary education serves as the foundation of the national education. Teachers play a leading role in the process of education. It is up to the teachers to sufficiently fulfill the task of training talents. An optimal structure of the teaching staffs, which serves as the principal element of rational structure of education, can improve the utilization ratio of humamn resource of educational institutions and enhance the development of education.The present thesis made a tentative discussion on the main problems concerning the structures of the teaching staffs in primary and secondary schools. The research was based on a case study conducted in Huanggang City. With the employment of research methods of investigation and literature review, several findings were obtained: the structural overplus of the teaching staffs; the imbalance of the teaching staffs for different subjects; the low ratio of full time teachers; the low leveled diplomas owned by the teachers; the conspicuous problems of employing local people as primary and secondary school teachers; the contrast between the rural and urban areas in the structure of teaching staffs. After considering the factors of policy, economy, personnel system, history and dual structure of rural and urban areas, the author made a preliminary analysis of the causes for the above problems and attempted to propose some approaches and solutions to them. For instance, some favorable policies should be given to the primary and secondary education, teacher training program as well as reform of teacher system should be strengthened, in addition, the professionalization should be accelerated.This thesis, theoretically, enriches theoretical system of the structure of teaching staffs, and practically, puts forward the conceptions and solutions to optimize the structure of teaching staffs of primary and secondary school. Furthermore, it serves as the reference for scientific plan of primary and secondary education, rational adjustment of teachers and appropriate policy decisions of educational administration department in certain degree.
