《the standard of information technology curriculum in primary and secondary school (2012)》(abbreviated as SITC on the following), issued by the information technology education professional board of Chinese educational technology association May2010.This is another important government publication after《the standard of information technology curriculum in senior high school (trial)》 in2003and 《the guideline of information technology curriculum in primary and secondary school (trial)》.SITC plays a important role in promoting its educational development and teaching material building. Therefore, the author is willing to take the opportunity of this publication to study information technology education in primary and secondary schools and its teaching material building, and to do the materials and curriculum research by SITC afterwards."computer lesson" have been set as a elective course in1982,"the information technology class" have attracted much attention through30years. Since textbook is one of the three key element of this education, we should focus on the design and development of teaching material building of educational technology in primary and secondary schools.Previous research has shown the following several types:most researches from a comparative perspective inquire into the similarities and differences of the two kinds of teaching materials from A press, some devote themselves to describe the development and current problems. This paper has taken a combination of content analysis, investigation and history analysis methods. The paper study on a serial teaching materials throughout the whole basic school paragraph. The author analyses the content and its use in the class. What’more, the author study on the possible problem in some specific schools.There are several main problems of this textbook with the analysis of its material organization and survey. First, slow updating the information are embodied on the background of Window98/2000operation system, this version has already been out of date. Second, the editor only focus on "tool", ignore "human" and other nature. Third, instrumental value are overweighed essence values. Fourth, the editor ignore the cultivation of humanistic spirit, information security and information responsibility. Fifth, the textbook lack the part of information moral, as a result of it, electronic fraud, stealing the information from others, arbitrarily copy and paste and download the resources can be seen anywhere in present times. According to these problem, we should enhance students information literacy by the using of the teaching material. And then the paper analyses the construction of the textbook from the following aspects-the society environment, the government policy, teaching part, students’ physical and mental development, and information technology. Finally, the paper make some recommendations. Through the designing and developing process, we should transform our concepts, aiming at the construction of the textbook’s ontology value. The textbook building should pay attention to the students’ needs and their living world. The textbook building should take the combination of other subjects. The textbook building should add the content about humanity, information responsibility and security, moral education.
