Education equity has been the hot point in the educationcircle since 1960s. Again some scholars notice the equity problembecause charging system in the college has brought into effectsince 1980s. At the beginning of charge, almost all the personsreach agreement, thinking the cost compensation can make best ofthe limited high education resource, raise efficiency, promoteeducation equity. But with gradual rising of the tuition fee,especially raising by a large margin in recent years peoplediverged from the high education equity, which make peoplecarefully understand education equity again, and we can betterknow tuition system in the present phase of our country. Aboutthe problem of high education tuition and equity, though thereare certain different suggestions, most scholars think mostly ithas positive meaning; there has a small amount of argumentationon inequity. As a whole, the present academia generally keep theoptimistic attitude in charging .To this kind of overly blindunderstanding, the author holds different views. If we cannotsettle the equity gradually widened, it will induce unconceivableresult. So the author will analyze the relation between chargesystem and education equity from an inverse standpoint, expectingto cause the reviewing of people.This text divides four parts altogether, separately fromeducation equity, higher education charge, the relation betweenequity and charge, and some measures of settling equity.The first part analyzes the connotation of education equity.The beginning of this article is that equity is relation ofinterests between men. So education equity reflects theinterests'reasonableness among the subjects. Substantially itis equity of man's fundamental right to education and inequityof the unessential right to education. That's to say the realeducation equity should acknowledge individual difference, permitthe inequity of the unessential right and non-public educationalresource. The theoretical origin of education equity is that theeducation resource that the society offers can't meet all socialmembers' needs. So the absolute equity will not be realized inthe present stage. It is the unity of absoluteness and relativity,ideality and reality, historicity and succession. And it isrestricted by the inherent factor and condition factor. So highereducation we speak means every citizen that qualifies to accepthigher education enjoys equal participation in admissionexamination and the power of entering school and should be educatedaccording to the marks of the examination. The higher educationequity offers the differentiated education which accords withtheir ability to everybody on the basis of ability. At least thisis the equity we can reach and that we should reach at the presentstage.The second part mainly wants to explain high tuition fee ofthe higher education in our country through comparing. The tuitionfee should be a part of the higher education cost; it should notbe equal to the cost, or higher than the cost. But there are certaindifficult problems in operating to measure during the process ofmaking tuition fee, for example the basis of the educational cost,the level of income level of residents, supply and demand of highereducation, etc. So, making the reasonable tuition fee has verygreat difficulty. But no matter how reason is, the high educationcharges of our country have already reached the level that can'tbe higher on the basis of paying ability, paying will of residentsand comparing with other countries. The author has also analyzedthe reason why the tuition fee is too high: the function of thefiscal revenues is dropping constantly, the system of the structureof the tuition fee price is lagged behind and the businessopportunity of educational consumption is excavated excessively,all these create certain condition for high education charges.The third part links equity with charges to discuss. Theauthor acknowledges the positive meaning of the reasonable chargeto equity at first. This is original intention that our countryimplements the policy of the cost and compensation. At thebeginning of charging, the problem of education equity takes afavorable turn to some extent, the concrete performances is:total funds increase to some extent, social groups acceptingchance of higher education expand; the distribution ofeducational resources is more rational among tertiary education;According to income in the future, high education charges willmake social income distribution more equal. But with the swellingfiercely of tuition fee, beyond residents' ability to bear andwill of payment, charges have exerted passive influence on theequity. First of all, it influences the equal opportunities tohigher education; The proportion accepting higher education indifferent social stratum is different; the percentage whichhigher education expenditure in different family income isenlarging; it also have influence on the students'choosinguniversities and professions. Secondly, the high chargesinfluence the equity of the higher education resources allocation.In addition, the high charge exerts influence on higher educationefficiency either; it has caused the dropping out of school inmiddle school and illegitimate competitions of the universities,etc. This is the subject part of the article, important point anddifficult point too, because study on the equity problem ofeducation that the tuition fee causes is little, nearly one blankin substantial evidence research. So the author thinks educationcharges of our country now from this unique visual angle, hopingthat others can draw some lessons from this.The last part of the article focuses on some settlementmeasures to inequity consequence resulted from high tuition feesof higher education in China. First, tuition fees of highereducation must be confirmed rationally, and we should calculateall the costs strictly and confirm reasonable proportion ofcharge. Second, taking many ways to lighten the pressure of thetuition fee, including increasing the financial educationexpenditure of the country in accordance with the law; exploringthe new fund-raising policy actively; taking flexible method ofcharging; raising higher education efficiency, reducing the...
