Research On Modern University System From A Perspective Of Managing University By Law

Nowadays,Chinese higher education reform is going along with two directions:regulating the relationship between the government and the university and reforming theuniversity inner management syetem. The key of this reform is to establish a scientific andrational modern university system. System construction plays an important role in the sounddevelopment of the university and the higher education. Managing university by law what isan important character of modern university system can promote the process of establishingthe modern university system. Establishment of the modern university system can not dowithout the support of legal policy.Objectively speaking,Chinese universities have not yet establish a real modernuniversity system according with requirements of managing university by law.There are manydisadvantages that being against the requirements of managing university by law,such asuniversity is still under the control of the government tightly,having few self-managementrights; And the formulation and implementation of university regulation are still not givenadequate attention. These system issues not only restricting the independent development ofuniversity seriously,but also restricting the progress of Chinese higher education. At present,Chinese higher education system reform which the key is to establish the modern universitysystem that consisting with our national conditions is in full swing. The paper puts out thatestablishing the modern university system from the aspects of the government,the universityand the society,and the key is to rationalize the relationship among the three.
