There is a mutual developmental effect between the curriculum reform and the development of the teachers' specialty. On one hand, the curriculum reform provides orientation for the development of teachers' specialty. On the other hand, the development of teachers' specialty provides motives for the curriculum reform. In educate fulfillment, the curriculum reform provides new ways for the development of the teachers' specialty. The curriculum reform is for sure to bring about the improvement and development of the teachers' specialty.From the perspective of the Chinese new curriculum reform, the paper strives to pay close attention to the motive of the foreign curriculum reform and the special demands for the teachers, it also study the special characteristic during the curriculum reform for the teachers under the circumstance of the new curriculum reform. Under the circumstance of the new curriculum reform, what special English characteristic the teachers must have are the followings: four skills of listening, speaking, reading and writing; linguistic knowledge; teaching capability; awareness on different culture fields; teaching strategies; scientific research capability; Innovative capability. The English educational experts have already paid close attention to the special characteristic of the English teachers of both the primary schools and the middle schools. No matter what part will the English teachers of the primary schools and the middle schools play, more demands will be needed for the English teachers' special characteristic.
