Unlawful charges by compulsory education schools look very conspicuous in recent years and are condemned by all circles of our society. This is mainly because unlawful charges swerve from compulsory education's tenet of free charge, overall citizens and obligation, and they make the families' burden of students heavier than before, even result in some students discontinuing their studies. Here the meaning of unlawful charges is broad, and generally refers to fees charged by compulsory education schools and local educational branches. Academe has studied the problem in some aspects, but current researches still look weak wholly, especially lacking course study for China's unlawful charges by compulsory education schools in a new period, theoretical base, all-sidedness, pertinence and maneuverability of countermeasures not strong. To counter these deficiencies of current research, the dissertation systematically concludes the curing course of unlawful charges by compulsory education schools, and clearly analyzes types, reasons and harmfulness of unlawful charges. On this base, I put forward a series of curing projects in order to provide helpful use for curing unlawful chares by compulsory education schools in our country for reference.In preface, the dissertation states the object, causes, significances of the study, and illustrates summaries of current studies concerning the subject, thoughts and methods of the study, also breakthroughs of the study. The body of the dissertation can be dividedinto four parts:Part I , Curing course study on China's unlawful charges by compulsory education schools in a new period. Taking the occurrence and development of unlawful charges by compulsory education schools in our country as clue, and rules of law enacted by our state on curing unlawful charges by primary and middle schools as symbols, it makes the curing course of unlawful charges by compulsory education schools in our country apart into three periods: beginning stage of curing unlawful charges by compulsory education schools (from the end of 1980s to 1995); all-sided curing stage (from 1995 to 2001) and deepening curing stage (from 2001 to the present). It also remarks on curing circumstances of different stages, then sums up curing experience and lessons ago.Part II, Study on the types, reasons and harmfulness of unlawful charges by compulsory education schools. In this part, according to it reasonable or not, unlawful charges by compulsory education schools are divided into "true" unlawful charges that not only unlawful but unreasonable and "false" unlawful charges that reasonable but unlawful. On this base, the dissertation analyzes deep-seated reasons of resulting in two types of unlawful charges: the chief reasons of "true" unlawful charges are influence of some bad ideas and not strict of curing; "false" unlawful charges are because of deficiency of input of funds and schools runs uneasily. Unlawful charges, esp. "true" unlawful charges bring great harmfulness on our society, such as not only making burden of students' parents heavier than before, arousing rebounding of discontinuing studies and social instabilities, but also seriously eating into soul of teachers and students, damaging the image of educational branch and unconsciously helping the contagion of trampling law.Part III, Curing tactical study on unlawful charges by compulsory education schools. Aimed at "true" unlawful charges, we should cure from the angle of changing false and one-sided ideas ago, punishing corruption in the field of education, perfecting charging policies and really carrying out regulations concerning policies.
