Migrant Workers Research On Social Security - Jiangsu And Anhui Village A Field Survey

There are many related research achievements of the movement of farmer-laborers in academic field. But the author of this paper has found that the research on the problems of social security for farmer-laborers is very weak after she looked through lots of journals and marks. Without social security for farmers and for farmer-laborers, we unable promote agricultural surplus labor to work in non-agriculture field steadily and healthily; without social security for farmers and for farmer-laborers, there is no establishment of " Social Security System in China " , nor the development of our well-off society in all round way. The problems of social security for farmer-laborers are a strategic actual problem of society development at present china.On one hand, our rural surplus labor is moving to cities and towns; on the other hand, the pressure of reemployment in cities and towns is increasing. Under this situation, the farmer-laborers can't be taken in established social security net in the general layout of urban and rural social security.The inspection of the four administrative villages shows that the main factor that influences the distance of farmer-laborers to move is whether the economy of the county area is prosperous or not, and that the determinative factor that effects the farmer-laborers to move or not is the soil management method. According to the interview with farmer-laborers, it has been found that there are seriously problems about their social security, including social insurance, social relief, social welfare and so on. We can generalize that the fanner-laborers hardly have social security.This situation not only effects the stabilization of our society, but also influences the progress of China's urbanization, and prevents our socialism market economy from developing as well.The reasons for farmer-laborers hardly without social security lie in many-sided aspects. If we say the two-site general layout of urban and rural society is root reason, then the established laws, regulations and policies having not being caught through practically is operation reason. The thought and acquaintance reasons lie in these: the farmer-laborers acquaint themselves with the problem not enough, but also they have deeply hometown feelings, home consciousness, and some scholars have some acquaintance with the problem incorrectly as well. The development of social security for farmer-laborers is objectively restricted by fund limited.On the basis of above investigation, the writer put forward two aspects suggestion for policy. Firstly, improve management, raise fund and build up social security system for farmer-laborers in favor of joining city with county. The contents includes social help system, of which the lowest life security is core, and includes social insurance system, which is main about industrial injury insurance, medical insurance, elderly insurance, unemployment insurance, child-bearing insurance, and also includes social relief system. Gradually take the five sorts farmer-laborers in social security system, according to the sorts of cities and towns where they work, their income, fluidness and domiciliation willing. Secondly, carry out anti-employment policy, take vigorous employment policy, organize rural labor to output and take measures to develop small cities and towns vigorously to promote the employment of farmer-laborers.
