In the 16th National Congress of the Communist Party of China,the reports clear and definitely put forward, perfect city resident autonomy, developments peaceful and new community in civilization, and insist this conduct and actions with perfect and Chinese democratic instutition to treat. Now, the importance, urgency, complexity of city community developments increasingly happen. The community development level reflects the harmonious degree of city social develop in the whole. In community construction ,government should be duty-bound to lend support to community .Community construction is hard to be under way and progress can't be made without governmental support and full governmental function .Therefore ,in today's urban community construction , Urumqi government is required to attach a great importance to community construction and give a support to community in organization ,policy and finance on the base of transforming its function and its managing method ,and gradually achieve the goal of its participating in community construction ---community self-government and socialization of public management .in doing so , community managing system and managing mechanism guided by government can be established on the two levels of government and community .
