In the review of modern community education development in our nation for thelast twenty years, every breakthrough has a close relationship with Governmenthighly emphasis on this issue and great effect on it. Therefore, to accelerate thecommunity education development, the attention should be weighted ongovernment’s effect. This thesis is based on the case study of Ningbo, byinvestigating the current situation of community education of Ningbo City, especiallythe problems and defects, combined with related governmental function theories. Italso draws successful lessons from developed countries and proposed suggestions forhow to improve government’s function in community education, so as to boostcommunity’s education development from fundamental level to advancedprofessional level and to maintain the balance and sustainability. The main points ofthis thesis are as following:Part I: Introduction. As a logical beginning, this part mainly introduces theresearch background, the purpose and the significance of the study, definitions ofconcepts, summarization and research method.Part II: Theoretical Investigation. From the post-totalism aspect, the part pointsout that current community education not only calls for government’s guide andpromotion, but also calls for government’s role rebuilt timely, appropriately andsuitably.Part III: Survey Research. It’s based on the case study of Ningbo City, toinvestigate its current situation, and find out the problems of government promotionin the community education development, providing empirical basis for the part IV.Part IV: Strategic Analysis. This part gives two points: government should givestrong support to community education with overall management to gain a balanceddevelopment of community education; government should take concrete steps toimprove the effectiveness of community education with classified guidance andspecial management. Part V: Conclusion. This part sums up the limitation of the present study and looks into thefuture of the follow-up researches.
