English teaching reform is always a hot issue being discussed. The current situation of English teaching could be summarized as "Teaching all the time but not effective". The worry is that English teaching can't keep up with the social development. So, to strengthen the reform of English teaching is our task. According to the principle of optimization, we need to try to set up a model of English teaching on reading. The model will accord with the characteristic of high school students and the requirement of the modern society. To get rid of the old factors that influence the education. We strive for the result of the output to be equal to the input. Creating a new teaching idea and teaching method, making the teaching process become more scientific and effective will be the purpose of setting the teaching model.Strengthening reading is the key purpose of "3C" model. With the improvement of reading skills, the other skills of English learning will be improved as well. The model is based on some theory of reading and the methods of reading. There has been some practice of using the model in the classroom . To make it more practical and effective,to make it more acceptable among students and teachers will be our purpose.
