Content: The secondary vocational education of agriculture is an important educational resource available mainly for training the competent secondary technical personnel and skilled backbone farmers and directly for serving the local economic construction in the rural area. To intensify and accelerate the development of secondary vocational education of agriculture is just an extremely fundamental way to improve the quality of agricultural population, and also the most effective way to change the heavy burden of rural population into the huge human resources. This paper has reviewed the national secondary vocational education of agriculture since the founding of the People's Republic of China. Favored greatly by the construction, reform and development, the secondary vocational education of agriculture in China has come to be an educational system of an appropriate scale, reasonably arranged and provided with complete specialities, which has contributed a lot to the training of agricultural technical personnel, managerial personnel and experienced laborers with the professional skills necessary for rural socialist agricultural modernization in counties, townships and villages, and a definite experience regarding the educational orientation, system, model and teaching has been derived from it. In the wake of establishment of market economic system and reforming of rural economic system, the Chinese secondary vocational education of agriculture has run into the difficulty to a certainty, and this has set a higher demand on or simply a challenge to its educational system, training model, setup of specialities, offering of courses, arrangement of teaching staffs, teaching contents and methodologies, etc. Now it is particularly important to find a new dynamic force and permanent source good to the development of secondary vocational education of agriculture itself and further extend its role of serving the regional economic development just on the strength of its remarkable progress over the past years. This paper has made an objective analysis over the present advantages of developing the secondary vocational education of agriculture, and with reference to the experience of some countries or regions in the field of secondary vocational education of agriculture, it has searched after and discussed the countermeasures against the major problems arising in connection with the secondary vocational education of agriculture, and has explored a new way for its reform and development, all just in an attempt to facilitate the construction and development of secondary vocational education of agriculture, improve the training quality and put the agriculture and rural economic growth on the right track of relying on the technique for progress and promoting the quality of laborers.
