At the beginning of the 21 th century, our country canceled the policy that the graduates of the colleges and secondary schools were distributed by the country. Besides, the trend to the senior high schools for the reasons that the higher schools expand student enrolment make the secondary agricultural schools meet the serious difficultieso。Basing on the present situation of the secondary agricultural schools, I am getting down to make the researches by visiting, talking, surveying, calling and checking into the files and relative articles on the secondary agricultural schools in Henan Province, especially on Henan Nanyang agricultural school. By means of the student enrolment and the analysis to the number of the getting employment and the problems in the development of the secondary agricultural education, I made a conclusion that the four serious problems are: the students resources are in short; the quality of the students is low, so the management in teaching is difficult; the specialized course in agriculture is hard to set up; and the students of agriculture science have difficulties in getting employment. The reasons are: 1. The whole society sounding and the traditional sense made the agriculture science very hard to enroll the students. 2. The expanding enrolment made the students have a very low quality. 3. The advantages of the speciality is not strong and imcompetitive. 4. The present situation of getting employment in agriculture science affect the speciality's enrolment. 5. The agricultural schools now play a very weak part in serving agriculture, so these schools didn't have a good honour. In the new times, the secondary agricultural schools need to relocate their position if they want to get rid of the difficult situations. That is the education aim of the secondary agricultural schools should be to train the technical application workers instead of the studying talents. I put forward some development countermeasures of the new times' secondary agricultural schools according to the successful experiences in our countries and abroad: 1. Speed up to reform the teaching quality and train the high quality's workers. 2. Establish the graduates' network of getting employment and make sure the graduates to get employment so to improve the enrollment. 3. Strenthen the society service. 4. Develop the high vocational technical education. 5. Adjust the thought and change the part. The secondary agricultural schools should play a very important part in serving "Three Agriculture" and provide the scientific countermeasures proofs for the policymakers and improve the development of secondary schools' education and better service the "Three Agriculture" in order to speed up the development of our country's agricultural modernization.
