Study On The Optimization Of Dual Authority Under The Modern University System

The power structure of university is the core of university management, investigating the power structure of university organization becomes the intrinsic demand of deepening the reformation of inner management system in university. In this paper, author tries to begin from the basic problem including the essential attribute and the basic characteristics of university organization, analyzes the inner power structure of university organization deeply in order to grasp the dual characteristics properly. In addition, author introduces several principal foreign modes of the power structure in university, analyzes the common characteristics and development tendence, discusses the principal problem and existing reasons of inner power structure in Chinese university organization by systemic methods and discusses how to establish a power structural mode where dual power divides and cooperates, harmonizes and keeps balance each other. In the end, author puts forward the basic principle for adjusting and optimizing the power structure in Chinese university and the primary thoughts about the reformation of power structure in Chinese university.This paper includes four parts and divides five chapters.The first part begins from the essential attribute and the basic characteristics of university, analyzes the inner power structure of university organization deeply, points out that university is the special organization with dual power characteristics composing of administrative power and academic power and clarifies the relationships between the administrative power and academic power.The second part analyzes several international principal modes of the power structure in university, introduces European continent mode, American mode and British mode respectively and tries to discover their common rule and development tendence in order to bring forward some good advice for improving the power structure in Chinese university.The third part analyzes mainly the power structure in Chinese university. Firstly, it analyzes the headspring and development process of the power structure in Chinese university, then it describes the actuality of the power structure in Chinese university, finally, it analyzes the causes of unbalance of the power structure in Chinese university from the subjective and objective factors.The last part expatiates the basic measures of establishing the modern university system and optimizing the power structure in Chinese university. In this part, author ascertains the basic connotation of the modern university system, then author indicates the basic principle for optimizing the dual power structure in Chinese university. In the end, author starts with the fact of the reformation and development of Chinese university, illuminates the key points how to optimize the power structure in Chinese university based on the condition of the modern university system.
