The purpose of the thesis is to provide researchers with the description of present situation of bilingual education in China and propose some practical strategies to improve it. With the development of technology and economics, bilingual education is becoming more and more popular in developed cities of the eastern China. Although bilingual education is a hot topic in foreign countries that have achieved a lot of valuable experience that is referential for us, such as Canada, Singapore and U.S.A, Chinese-English bilingual education is relatively a recent arrival in China. Most of the countries are multiethnic and multicultural. However, there are remarkable differences of national conditions between these countries and China. It is impossible to imitate their ready-model. In the past years, our teachers have tried to adopt the program models suitable for China, and some specialists have made theoretic and practical research on it. Bilingual education is still experimentation, a new subject in our country. There are lots of confusions that led to no perfect effect of bilingual education. There are many problems arising from the new challenge. Therefore, it is quite critical for us being aware of the present situations for further development of bilingual education so as to provide bilingual teachers with strategies, hopefully, to help them create their own bilingual teaching. By a case study, survey, and literature study the author analyzes the causes of the barriers of bilingual education development in China. The author focuses on the following questions in detail: 1. how do we improve bilingual education teachers'qualities? 2. what can teachers do to promote bilingual education? 3. how do the students deal with bilingual learning? 4. how do we evaluate bilingual education? Through the research, we can get the following conclusions: 1. school-based study is an effective way to speed up bilingual teachers'professional development. 2. it is a crucial tasks for the bilingual education teachers to develop sound and comprehensible school-based bilingual coursebook /materials; to formulate appropriate and multiple program models in bilingual learning-teaching classroom; to integrate IT into bilingual teaching-learning; which are crying needs for the high quality of bilingual education. 3. setting feasible goals and selecting suitable learning strategies are important for the bilingual learners. 4. it is necessary to develop a holistic evaluation system by combining diagnostic assessment, formative assessment, summative assessment, performance assessment, instructional assessment, and official assessment for bilingual education.
