Art education is an indispensable part of elementary education. It is one of the required courses in the nine-year compulsory education and for senior middle school. The State Council reform and developmental decision on basic education course Indicate that in order to reify quality-oriented education, we have to organically integrate academic, moral, physical and art education. The special value of art education plays an essential role in the elementary education. It contributes to promoting the full development of students' morality, intelligence, physique and sense of beauty, which can play a leading and proper role in upgrading the person's being.According to Albert Einstein's thought in education, art education cannot be neglected .In his opinion, one's harmonious development is the most important premise. The morality and intelligence education that one receives should act in coordination with his ate education. The aims of school should be making student to be a coordinated person when he leaves school but not an expert.However, for a long period of time, China has put too much emphasis in the exam-oriented and the intelligence-oriented education. Although we have made great progress in the quality-oriented education, marks are still the standard ground to evaluate the integrated skills of a student. As a culture-comprehensive subject, art is not a part of the examination so it cannot play its original function since it is not taken seriously.The backward economical condition and deep-rooted educational idea have exerted a bad influence on art, especially at the stage of basic art education. In some areas, the school authority gives less significance to the subject reformation including arts. There are a lot of problems existing not only in limited class frequency, teaching resources and latest information,but also in poor salary, low rank of teaching faculty, low scientific and research level of art and new course training have not received a good result. Under this circumstance, the development of basic art education has been badly affected, and at the same time, the quality of human's foil and harmonious development has been destroyed.Thus, this paper analysis the difficulty and contradiction of the basic art education in Gansu and it probes into policy of its development. It aims at making a general goal and starting an advocacy so as to develop students' basic accomplishment in art, to improve their aesthetic appreciation and to folly develop their potentiality. In this way, the quality-oriented education will be set forth.
