Kindergarten education inclined to elementary schooling is a controversial issue that remains as incessant problem after repeated prohibition in recent years. Henceforth, the government has issued a series of policies and documents which explicitly forbids any form of elementary schooling in kindergarten education. Researches in relevance on such issue sharply grew in number and it became a research highlight in pre-school education, some results have been achieved, but most of them are studies with speculative tone, very few empirical studies are made. Inclination to primary schooling of kindergarten education took the forms that teaching contents, schedule, education measures, management, evaluation indicator and so on, share apparent similarity with requirements and standards of elementary schooling, it would do great harm like to impose adverse influence on children’s physical development, cognizance development, learning interests, sociality development and etc. Nevertheless with official explicit forbiddance, such problem is in universal existence, especially in private infant schools. This research is designed to find effective solutions and measures, through studying on current situation of kindergarten education inclined to elementary schooling in Haikou City and investigating the root cause of the phenomenon.Applying documentary method, this research have studied large amount of relevant papers and collected some significant results. Besides, applying dialogue method, naturalistic observation method, questionnaire method and etc, 9 kindergartens in Haikou City are chosen as research objects, 4 publics and 5 privates, follow-up and observe site to site their conditions, one-day activities, infant-teaching and game-playing activities, investigate and interview their teachers and parents, on the purpose to make a deep research and accomplish an empirical study. Based on practical reality, this paper is seek to state the current situation of the inclination of kindergarten education to primary schooling in Haikou City and to demonstrate the pre-primary schooling situation and difficulties. 500 questionnaires have been sent and 421 of valid ones have been collected, this study report is based on the analysis of data collected.It is found that inclination of kindergarten education to primary schooling in Haikou City has caused wide concerns of pre-school education workers and researchers, but inclination of different degrees existed in all levels and kinds of infant schools, especially the private kindergartens in medium and low ranks. This paper believes that such problem is multi-origins, the major one is the absence of well-developed system in pre-primary schooling management and supervision, infant education resource mal-distribution, lack of right conception of infant education of the kindergarten administrators, unqualified teachers, pressure generated by exam-oriented education, absence of infant schooling course standard, lack of scientific idea of child of parents and etc. Standing at the point of behoove status of kindergarten education, through investigation and analysis and consideration of real situation of kindergarten education in Haikou City, to solve the problem, the solutions and measures discussed in this paper are from the perspective of functional department of education and organization of kindergartens. Hopefully this research can improve and solve the elementary schooling inclination of infant education in Haikou, let kindergarten become ture joy ground where children grow happily.
