Since the 20th century, along with the social transformation and the attention on education effect, almost all the countries in the world have found that family is playing an important role in the education field, which is more than as the premise of school education traditionally. However in the modern times, family education is regarded as an indispensable resource, and the education function of family is to become a participator of school education, thus offset the deficiencies of school education, jointly promote education progress. And Following the development of the education democratization trend, each country begins to take measures, such as"streamline administration and institute decentralization"to realize the process of the educational democracy. The family is an important object of"streamline administration and institute decentralization", therefore, some countries established Parents Committee, Parent-School Federation, Parents Meeting etc., giving all of students'parents different degree of rights, so that they could participate in the education and promote together the rapid growth of school, what's more, encouraging all students'development healthy and happily. Looking up the researches at home and abroad, the results found it more about parents participate in education abroad, however, the domestic researches are relatively less. In China, whether in theoretical research or practice research, it is still only stay at the early stage of development prosperously. At aspect of theoretical research, it is limited to define the concept, significance and value on parental participation. In practice research, although more and more schools are paying attention to the important role of parental participation in education, the implementing effect is not obvious, and shows some urgent problems. Consequently, it is still needed to further enhance the research and practice on parents'involvement in schooling.The paper begins with the institutions settings of parents'involvement, which is the premise and basis of parents'involvement effectively, as well as an important way to realize the rights of participating in education by parents. Constructing Parent Committee, as one pathway to parents'involvement, become writer's focus. The survey showed that 85% of schools have established the Parent Committee in China, however, the function of it is still helping school for advice, its approval rating is only 8.3%, and the committee didn't play its full role. I visited three primary schools in three different cities, and found the same problems. These schools established Parent Committee such similar institutions, but the implementation effect is to be determined. Through the relevant investigation, this text will present the practical phenomena in the operational process of Parent Committee, on the basis of analyzing deeply the problems what were appeared in the survey, I found that the internal and external causes lie in unsound policies and regulations, immethodical institutional framework, deep-rooted traditional concept etc. Consequently, I think, if building a good operation mechanism of Parent Committee, the key is clearing what are the responsibility and function of Parent Committee, how to draft the regulation and system, who have an responsibility of ensuring to implement the rights and obligations, how to make the functions of Parent Committee impressive, and how to make it effective cooperation with other education institutions etc.
