It is the common mission of the education reform of the senior middle schools around the world to improve quality, to pursue excellence, to make every school and every student succeed. At present, increasing the number and the scale of the ordinary senior middle schools is still the main task of the development of senior middle school undertaking in China. But the improvement of the education quality in the senior middle schools has been put on the agenda. In China, the development of high quality senior middle schools has mainly emphasized the construction of the key senior middle schools and the model senior middle schools for a long time. This has laid a foundation for the extension of high quality resources and the improvement of the entire quality of the education in the senior middle schools, this has also accumulated experience. But the limited high quality senior middle schools and resources can't meet the demand of the economy and society development, can't meet the people's needs of high quality senior middle school education."High quality senior middle school" originated in 2002 in China as a special concept. At present it is defined mainly based on "the key senior middle school" and "the model senior middle school". As the practice and the theory are developed and the education exploration is undertaken deeply, people begin to question the definition. The theoretical exploration of "High quality senior middle school" just has been undertaken on a certain degree and systematically. The construction of "the key senior middle school" and "the model senior middle school" meets the needs a small number of schools and students. "The key senior middle school" and "the model senior middle school" conduct the elite education. The development of high quality senior middle schools meets the needs of all the senior middle schools and the students, and high quality senior middle schools carry out the popularized education. The development of high quality senior middle schools not only focuses on the development of individual schools but also on the coordination development of regional high quality senior middle schools. According to the principle of "management on different levels, division of labor with individual responsibility", the county is the gross-root administration area of the leading and managing education work. It will do good to the exploration of the way of the development of high quality senior middle schools to explore the development strategies of high quality senior middle schools with the case of the county administration area. Xinghua City , Jiansu province has undertaken much useful practice and many tries in the development ofhigh quality senior middle schools, and there are still many contradictions and difficulties in the practice and tries. On the one hand this topic can take the role of the summary and the reference in the development of high quality senior middle schools, on the other hand this topic can offer a few commonplace remarks by way of introduction so that others may come up with valuable opinions on this topic and draw more attention from people to this topic, so that this topic can promote the education circle of our country to undertake the deep exploration of high quality educational theories.The thesis is made up of four parts.Part One Introduction. It introduces the background of developing high quality senior middle schools in China, the definition of some concepts related to the topic, the significance and methods of the research.Part Two Literature Reviews. It explains theoretic and practical exploration on high quality senior middle schools abroad, it also explains the practice and theories on the development of high quality senior middle schools in China. It also introduces the obvious contradictions and difficulties existing in the development of high quality senior middle schools in China.Part Three Introduction of the development of high quality senior middle schools. It mainly discusses the concept, meanings and characteristics of the development of high quality senior middle schools systematically. It further explains the notion of the active development of high quality senior middle schools in China and the conditions of the development of high quality senior middle schools. The evaluation of high quality senior middle schools is also explained.Part Four The strategies of the development of high quality senior middle schools in Xinghua City. This part analyses the situation of the development of ordinary senior middle schools in Xinghua City through a lot of the first-hand materials. It puts forward the specific strategy suggestions of the development of high quality senior middle schools from the two different levels— the government and the school.
