Equilibrium in education is the general tendency of domestic basic educational policy in recent years, which ensures to every citizen, not only in the present days but also in the future, equal rights and duties for education through legislation, as well as relatively equal chance and conditions for education by means of policy formulation, regulation and resource distribution. It is with an objective and fair attitude as well as scientific and practicable methods that the general equalization of educational outcomes and chances of success are to be achieved. Equilibrium in basic education is what people have been eagerly longing for since the general popularization of the 9-year compulsory education. To meet this special need to fulfill the equilibrium, under the guidance of the state educational ministry, each local government has been taking various measures according to their factual situations. However, do these measures really promote the equilibrium of education? Do they have side effects? Do they work properly eventually? The present paper aims at providing a factual survey on the fulfillment of the measures taken for the equilibrium in education in Pudong New Area and find whether or not the actions taken do work properly eventually. The practicability here refers to how a certain system, a policy or a measure, once in operation, goes with the actual effect and expected objectives. It is to be found how the expected objectives meet the measures taken, how people are satisfied with the measures themselves, the cost spent and the consequent effects?To fulfill the development of equilibrium in basic education, the local government of Pudong New Area has formulated quite a few policies and taken a wide range of measures, which are to be classified into 3 items by the relevant objectives desired: 1) Adjusting the administrative system of the suburban basic education, 2) Strengthening the building up of the teaching staff in the remote areas and, 3) funding specially to improvethe running of the schools in suburban areas. Based upon detailed factual surveys on these three aspects and standard analysis of the respective practicability, it is found that some problems do exist in the process of the execution of the measures taken for the equilibrium in basic education in Pudong New Area. The problems are mostly due to the insufficiency of the survey in the pre-stage of formulating the measures, the lack of effective monitoring and amending system, the negligence of improvement in the post-state of .the execution of the measures and so forth. Based upon the relevant theories and practice concerning equilibrium in education and taking the current challenges arising in Pudong New Area into consideration, this paper thus brings forward some constructive suggestions as to how to improve the present situation and relieve such problems as schooling of the farmers' kids, selecting schools to study in, keeping persistent in taking measures for equilibrium in education, realizing equilibrium both in teaching quality and students' achievements and so forth. These suggestions include the following: Promoting the development of the basic education in suburbs, backed with Priority for Education Policy; Making inventory of the school service sectors and taking over the school financial rights; Having exchanges and keeping up with the latest going-on, backed with up-dated information technology system; Exerting the influence of the communities and school boards to help promote the inner equilibrium within schools; Adopting the government official system for the employment of teachers so as to solve the distribution problem of the personnel resources and help to change the usual stereotyped ideas and practices of the local educational authorities.
