Education is the most fundamental a country and nation, the most important cause of the people’s livelihood, is the most direct, the most vital interest the general public, the fairness of education is to realize the harmonious education, the practice of the important foundation of core values and promote social justice. To realize the education fair development, its a neces-sary condition is the realization of basic education fair and reasonable configuration of re-sources, which is the basic responsibility of the government and the administrative depart-ment of education. However, along with the advancement of urbanization, due to reasons such as history, policy, concept, education resources in the area the configuration of the obvious dif-ferences between intercollegiate presents unbalanced state, restrain the balanced development of basic education.Clasp education fairness, this article from the beitang district of wuxi city basic educa-tion resource allocation situation, and by analysis of the unbalanced allocation of education re-source is behind the reality of the problem analysis to explore the people, money and physical reasons, and with the new public service theory Angle of view and promote the education fair for the ultimate goal for reflection, and on the basis of these reasons put forward the system balance education resources allocation strategy.
