The "high quality balance" of basic education in the new era is the development direction of China's basic education in the future.Under the circumstances,the collectivization of basic education has emerged as the times require,and promoted the rapid development of the basic education.Based on the high quality and balanced development of basic education,the paper studies the development,effectiveness and problems of Jiaozhou Z Education Group's “Education Collectivition” and proposes suggestions for the future development of basic education collectivition.This paper studies the collectivization of basic education based on the concept of fairness through literature analysis,interviews,questionnaires,fuzzy comprehensive evaluation and case analysis.This paper firstly rationalizes the connotation and development process of China's collectivization of basic education through literature analysis.Then,under the concept of promoting the high quality and balance of basic education,this paper conducts research on Jiaozhou Z Education Group through the case study method,traces the formation process and operation mechanism(organizational management,personnel management,curriculum management and cultural construction)of Jiaozhou Z Education Group in the time sequence.Then the fuzzy comprehensive evaluation method is used to evaluate the Education collectivition.And summarizes the experience(four dimensions of government,schools,students and teachers)and problems of " Education Collectivization " of Z Education Group of Jiaozhou.At the end of this paper,the countermeasures and suggestions from four levels of law(Construct the macroscopical management system of basic education collectivization),government(Strengthen the role of the government in basic education collectivization),group(Improve the comprehensive management system for basic education collectivization)and coordinated development(Establish a collaborative innovation system to promote diversified and high-quality development)for the collectivization of basic education are put forward,in order to provide theoretical reference and practical reference for the future development of the collectivization of basic education.
