The Fourth Plenary Session of the 16th Party clearly pointed out the strategicdecisions of to set up a harmonious society. General Secretary Hu Jintao put forward,harmonious society should be democracy and the rule of law, fairness and justice,integrity and fraternity, and dynamic, stable, orderly, and the social harmony betweenman and nature. As we enter the 21st century, China has begun building a moderatelyprosperous society, and build a harmonious socialist society is currently China'spolitical, economic, and cultural life of the major issues, but also in our country'sreform, opening up and modernization of the historical mission;Social equity is animportant part feature to building the socialist harmonious society , in the constructionof socialist harmonious society is playing an important foundation role as animportant pillar supporting the socialist harmonious society, Without fairness, to buildup a harmonious and dynamic society is impossible;Education equity is the basis ofsocial equelity, the starting point to achieve social justice and the most powerfulbacking. However, compulsory education can indicate more equitable and fair societyfundamental basis, the bottom line is to achieve social justice, but also a necessarycondition for the promotion of social harmony.The paper from the perspective of government and policy, to create a harmonioussociety and the nature of the associated social equity as a starting point, the key is toachieve a fair system of compulsory education innovation through enhancedlegislative and other building systems, the choice of reasonable, viable, effectivepublic policy, and make realistic promote compulsory education fair response.Thepaper put construction of a harmonious society and the actual situation facing China'scurrent compulsory education as the background, the eassy introduce the currentinternal to build a harmonious society and education fair practice;compulsoryeducation abroad fair and equitable education for the practice, internal study on thepractice of compulsory education fair for the synthesis of the theory of socialharmony and fairness doctrine, Education fair overview of the theory, in-depthanalysis of social education equitable and harmonious social relations, social harmonyfor the first , equitable community education-oriented.
