The Fourth Plenary Session of the 16th Party clearly pointed out the strategicdecisions to set up a harmonious society. General Secretary Hu Jintao put forward,harmonious society should be democracy and the rule of law, fairness and justice,integrity and fraternity, and dynamic, stable, orderly, and the social harmonybetween man and nature.In 2006,our general secretary—Mr Hu Jintao definitely put forward that ourgovernment should get satisfactory education done in the Political Bureau of theCentral Committee. he also pointed out that it was the party and government'sresponsibility to make sure everyone have the right to receive education, because itwas one of the objective requirements to promote social justice and constructharmonious socialist society. Meanwhile, the director of Ministry of Education alsoproposed that the justice of compulsory education was the most rudimentary justice.As we enter the 21st century, China has begun building a moderately prosperoussociety, and build a harmonious socialist society is currently China's political,economic, and cultural life of the major issues, but also in our country's reform,opening up and modernization of the historical mission; Social equity is animportant part feature to building the socialist harmonious society, in theconstruction of socialist harmonious society is playing an important foundation roleas an important pillar supporting the socialist harmonious society, Without fairness,to build up a harmonious and dynamic society is impossible; Education equity is thebasis of social equality, the starting point to achieve social justice and the mostpowerful backing. However, compulsory education can indicate more equitable andfair society fundamental basis, the bottom line is to achieve social justice, but also anecessary condition for the promotion of social harmony. In this year's government work report, Premier Wen Jiabao stressed thattechnology, education and human resources are the foundation of nationaldevelopment , which should always been placed in an important strategic position.To promote the scientific development of education, we need to provide people withmore diverse and higher quality of education. We should promote the balanceddevelopment of compulsory education, and strengthen the standardization ofcompulsory schools, make public resources to rural and poor urban schoolsavailable . To flow to the main government and public schools, Children of migrantworkers should been provided equal access to compulsory education. Implementingand improving the national student assisting system, no matter which stage ofeducation, we must ensure that the child does not drop out of school because offamily financial difficulties.Without denied, since the founding of New China, China's compulsoryeducation has made great progress, and achieved encouraging results. But theproblem is also very prominent in the vast rural areas, more and more children leftbehind , and to whom educators have to worry about them. It is said that manychildren left behind in the absence of family education, which has caused adisadvantage for their normal socialization process. In larger cities, many children ofmigrant workers have to worry which school they will choose because of the barrierof "the household registration system." As you know, entering the city's publicschools is not easy, but some of the so called private schools for migrant workerschildren may lack of qualifications or other many hidden dangers.In this paper, taken building a socialist harmonious society and the currentactual situation faced by China's compulsory education as the background,Compulsory Education and the theory of a harmonious socialist society are outlinedto explain the historical equity of compulsory education, and basic characteristics ofrelative depth analysis of Compulsory Education in the theory of a harmonioussocialist society which has profound meaning and practical significance; then thisarticle based on the current compulsory education in our society analyzed anddiscussed the current situation, pointing out that the current compulsory educationbetween urban and rural China is not fair, which is the same for regionaldiscrepancy. Compulsory education and further in depth analysis of the unfaireconomic reasons, mainly due to the country's overall level of economicdevelopment is not high, which is caused by uneven economic development;concept of reasons, including giving priority to efficiency values, the concept of urban centers of education, educational elitism concept and other factors; policy isdue to the state's investment in education in general educational development doesnot meet the needs and the allocation of funds and institutional reasons for theunreasonable terms; Finally, from our reality, combined with our national conditionsand development of compulsory education in the 21st century, Select the policy ofcompulsory education in China made a fair proposal. To achieve a fair assumptionthat the Government recognizes compulsory education in place, the key is to takeeffective measures to protect the government, society and individuals to worktogether. To build a socialist harmonious society and the implementation ofcompulsory education , the author expects to do her due contribution to helpachieving the equitable compulsory education in China.
