Higher educational resources allocation and utilization is not only one of the questions concerned by educational economics studies, but also the key to the sustainable development of higher education. It is closely related to the development of higher education. Nevertheless, China' s higher education lacks resources seriously at present while the demand for higher education grows rapidly;it is of high priority to rationally allocate higher educational resources and to improve its utilization rate.The present research starts from two aspects: higher educational resources allocation and utilization, and includes five parts. The preface introduces the background and significance of the present research topic, as well as its developments and achievements and research methodology. The first chapter, taking "higher educational properties" as its theme, elaborates the quasi-public property of higher education, analyses the meaning, characteristics and assessment criteria of higher educational resources allocation and puts forward the theoretic foundation of higher educational resources allocation and utilization. The second chapter overviews our endeavors to allocate and utilize higher educational resources and analyses the current main problems in China' s higher educational resources allocation and utilization. The third chapter makes an international comparison in terms of expenditures input and allocation, personnel rate and material resources utilization,and summarizes some valuable experience that can be for the later use. The fourth chapter inquires into the mechanism of our higher educational resources allocation and utilization under socialist market economy from China' s specific national conditions, and proposes suggestions and strategies for China' s higher educational resources allocation and utilization from macro and micro level respectivelyConclusions can be drawn from the present research that higher educational resources allocation and utilization is vital to develop higher education to meet the demand of socialist construction, that under the socialist market economy, higher educational resources allocation and utilization must reform in accordance with the need of market economy, introduce market mechanism and adopt government-led market operation, that government should optimize resources disposition from marco-aspect and regulate the orientation of resources utilization, and that colleges and universities should abide by the rules of market operation to strengthen the administration of personnel, materials and finance and to effectively exploit the limited resources, in order to realize a sound sustainable full-speed development.
