How does the county elementary education achieve the balanced development between rural education and urban education? This is a grim task which the county educational administrative people have to face.As a public product that government should offer, education is provided by the government to the public free of charge. The resource-allocation process of compulsory education and high school education must follow the principle of fairness to guarantee the balance of primary school education development at the beginning in county areas. So, every citizen can enjoy the equal education right. According to Zhangqiu’s example which explores perfecting rural compulsory educational resources and promoting the fairness of education which should guarantee the rational allocation of education funds, especially guarantee infrastructure, office and scientific research funds in poor schools. So, disadvantaged schools can improve teaching conditions as soon as possible. By exploring teachers’flow mechanism, standardizing their training and salary, and promoting rural teachers’allowance, we could get the dynamic equilibrium of teachers, rebuild the county educational managerial structure, establish independent fair educational regulators and optimize the allocation of education resources of the top-level design. All these aim to meet people’s increasing needs to access to same educational opportunities and make it easier to implement"the Chinese dream"In the paper, field research method, case method, literature method, empirical analysis and normative analysis are used to research optimal allocation of county educational resources. The conclusion is that building the school community, exploring perfect budget allocation mechanism, innovating management system and enhancing teachers’ flow and training will promote optimizing configuration of county educational resource effectively and certainly speeding up the realization of education fairness, which is proved by the example of Zhangqiu.The paper is divided into six parts; the first part is the introduction which explains the background and significance of the topic as well as the previous research ideas and methods. The second part is the research on county educational resources. The third analyzes the allocation of county educational resources in China and find out the problems. The fourth part introduces the Zhangqiu’s exploration of configuration mode of county educational resource which emphasized on the theory of Five Big Communities. Based on the example, we can find the path of optimization of county educational resources allocation. The fifth part finds the typical method of efficient allocation of county educational resources by analyzing the problems in the paper. The sixth chapter is the conclusion.
