The purpose of education is the full development of human personality andstrengthen respect for the fundamental freedoms, modern society, everyone has, regardlessof race, color, sex, language, religion, political opinion, nationality, social origin, property,right to education. The education fair is not only a beautiful ideal, but also thefundamental values of modern education. In the worldwide wave of education reform,education, equality has become the most respected educational philosophy of all thenations of the world. But in real life, the prevalence of basic education is not configuredissue of fairness. Limited educational resources and infinite demand, determines the fairand reasonable allocation of educational resources, especially the fair allocation ofresources for basic education for the development of education and the whole social andeconomic development are of great significance, it is not only related to each educated,especially the vital interests of the poor and remote areas, children, is also an importantfoundation to achieve the harmonious development of society as a whole.Firstly, basic education, basic education resources, basic education allocation ofresources and fair allocation of educational resources related theories are described. Andthen analyze the historical conditions of China’s basic education allocation of resourcesand unfair at this stage of basic education allocation of resources, and then conducted acomprehensive analysis of the reasons for China’s basic education allocation of resourcesis unfair, pointing out that China’s basic education is not fair allocation of the main reasonseducational resources to the total amount invested, the unbalanced economic and socialdevelopment, basic education resource fair allocation of the lack of legal protection.Finally, we discuss the unfair social consequences of China’s basic education allocation ofresources, such as increasing regional imbalance in economic development, adding to therich and the poor degree of polarization, and increasing social unrest.In order to achieve a more equitable allocation of resources for basic education inChina, speed up the fair allocation of legislative resources for basic education, increasingthe specific investment of the central finance basic education in rural areas, the establishment of national training and funding system of basic education teachers in ruralareas, the establishment of basic education teacher urban and rural and regional exchangesystems, the establishment of remote areas poor students live on campus in five aspects ofthe cost of living subsidy system to the basic way to solve China’s basic educationallocation of resources is unfair.
