Institutional Research On The Problem Of Peasant-Workers' Salary Default

Recently, peasant-workers' salary default is the troublesome problem to every industry, especially to the building industry. The bad effect that resulted from the default has already caused the attention of our government and the other offices. First, owing to the unavailable necessary money, the peasant-workers can't have the living guarantee;therefore they will make a series of social incidents during the dunning process and adversely affect the social stability. Second, it is harmful to the social credit and deteriorates the social mores. Third, it affects the process of the balanced development between urban and rural, and enlarges their income gap. It is disadvantage to set up a harmonious society.This thesis mainly uses the theory of institutional analysis, adopts some methods, such as: document analysis, questionnaire, and case study to make research on the problem of peasant-workers' salary default. Under the condition of full affirmation of the peasant-workers' great contribution to the development of our city economy, and with high sympathy to them, the writer used many facts to criticized the unequal treatment which was given by the social system defect, and analyzed the problem from the angle of institution changes, then tried to find the essential solution.At first, this thesis set forth the institution changes theory of Marxism and western scholars, and then explained that recent peasants and workers' existence in our country was the certain outcome of the institution changes and also was the product of the institution incomplete change. By analyzing the general default problem, the writer revealed that the true reason lied in the hysteresis of institution changes, the peasant-workers' status, and the lack of their social guarantee. And at last, the writer proposed the thought and solutions to solve this problem.The peasant-workers' salary default was the historical phenomenon in the process of market economy development of our country, and it was certain to lose its existence condition as our market economy becoming more and more mature. To set up the harmonious society is the goal in our new period, whereas fair institution is the request and basis of the harmonious society. There was no shortcut to build up the fair institution;it needed government and our people to make joint efforts. As our country entering a new period, we believed that the problem would be settled thoroughly.
