In the new period, the country's important strategic task is to achieve regional coordinated development, in which human resources development plays a crucial role. Due to the special significance of higher education in human resources development, regional human resources development and cooperation in higher education is of utmost importance. Therefore, it is necessary to study human resources and its development in regional higher education in order to raise the efficiency of human resources management in higher education and promote regional coordinated development.Although there are abundant valuable materials form many scholars in their study of human capital theory, theory on human resources development and management and theory on regional unproportional development for conducting research on the regional human resources development and cooperation in higher education, there are only several papers on the systematic study of human resources development and cooperation in this area. In the course of our country's reform and open-up practice, cooperation in regional higher education has become an important part in regional coordinated development. And in the country's great practice our people is accumulating more and more experience, which have laid a solid basis for conducting research on human resources development and cooperation in regional higher education.Human resources development and cooperation in regional higher education is a very important systems engineering. To consummate and apply such important systems engineering, we should learn successful experience from the cooperation between universities home and abroad, and work out target models and strategies used in various development phases in regional development so as to promote regional economic coordinated development through Institutional innovation. This kind of Institutional innovation should be advocated mainly in informal restrictedinnovation,formal restricted strengthening and improving implementation mechanism.Cooperation frame on higher education in the Pan-Pearl Delta is a good example in human resources development and cooperation on higher education. In order to further the achievement in this area, more breakthroughs must be made in content, methods and models. The best ways to achieved this are as the following: to emphasis that higher education is an quasi-public product and government should play a key role in the allocation and management of regional higher education resources;to strengthen cooperation between regional universities, to bring into play the exemplary role of famous universities when they are in cooperation and to fulfill the functions of famous universities in raising education quality;to improve flexible management mechanism and to supplement it with both training and introducing talents while abolishing the policy of confining human resources to their respective universities;to improve training systems for further education and to timely strengthen the exchange and cooperation between management personnel of various level in the universities;to form an overall view of the informationization in regional higher education and to promote the human resources development and cooperation in regional higher education.
