Pearl River Delta's economic development has made a good progress on quantity and quality. Increase of the amount is proved by the fact that total fiscal revenue of this region is to the country's 1/7; the performance of economy rose to a nationwide total of 1/8. The leap of quality can be explained through a group of data: growth of fixed investment, energy consumption of the unit GDP, emissions of major pollutants, and the new construction site of each additional 100 million Yuan GDP. All these show that the economy of the Pearl River Delta has been gradually entering into a growth orbit of quality and efficiency. Since the reform and opening up, the PRD's economy is developing rapidly. Its total improved with an improper ways of a high input, high consumption of extensive state. Now, the question of resources has become a bottleneck of the Pearl River Delta .In recent years, the Pearl River Delta started adjusting and optimizing industrial structure, and change the developing model——driven by investment and resource consumption. The region lies in a phase now: galvanizing creative vitality of society, the release of creative energy, and gradually into the innovation to promote economic growth and energy downward.However, the PRD's human resource structure is incompatible with the socio-economic development trends, focusing on a poor quality of the population. In the era of knowledge economy, the PRD's future prospects depend on sustainable development with resource-saving and environment-friendly industrial upgrading and transformation. Facing the resources development bottleneck at this stage, industrial transformation and upgrading has so many difficulties. High-tech industry needs high-tech talent, the development of high value-added manufacturing needs a lot of engineers and skilled industrial workers, the development of tertiary industry absorbed a lot of manpower transferred by other industries ;education, health, finance and insurance also need professional talents , which will give us a third structural optimization requirements.If the change of the economic structure is divided into three stages, namely primary production stage, the stage of industrialization, developed economy stage. The more advanced stage of economic development, knowledge and technology will play greater role. The key of industrial upgrading and transformation is that factors of production flows the sect with low labor productivity to the sector with high labor productivity. Without such crucial and effective flow of production factors, industrial upgrading and transformation can not be achieved.How about the situation of PRD's industrial transformation and upgrading of human resources? Through ordering the concerned information about area industry and human resources, we can demonstrate the interaction between industry and labor, and find the main incompatible content of the two.To make the method so the problem's solution more clear, the article takes Dongguan City as an example, and summarizes the performance in detail of the relevant departments over the years, and analyzes the future development trend of industrial transformation and upgrading of human resources, the main difficulties and solving strategies.
