Facing the newly age of knowledge and economy, forming a learning society of lifelonglearning for all people becomes a common cognition in most countries. Lifelong educationand learning society commonly implies the idea, which emphasizes the transform fromteaching to learning. The heart of the matter is how to transform the passive learning style toindependent learning style that can develop each learner's learning ability. Then they can havethe ability of analyzing, criticizing, querying, consciously orientating themselves, but notcollecting knowledge by examination. In modern information society, learning should becomea way of people's subsisting. Meanwhile as lifelong learners of information society, theyshould learn to make full use of various learning resources that include propagatingknowledge, every kind of mediums of information, and various spaces of propagatingknowledge and skills, etc.Based on the analysis of plenty of documents, the thesis of Constructing of InformationTechnology to lifelong learning capacity elaborates the idea of lifelong learning capacity.Meanwhile it emphasizes the important function of promoting lifelong learning capacity thatinformation technology provides. The article divides five parts:The first part elaborates the idea of lifelong learning capacity based on summarizingrelevant ideas. Lifelong learning capacity means learners of information society must haveindispensable knowledge, skills and learning psychology when they are engaged in lifelonglearning.The second part illustrates lifelong learning capacity' theoretical bases which aretechnology philosophy, constructivism theory, psychology theory that information technologyprovides.The third part depicts the outside conditions of lifelong learning capacity that providedby information learning environments. All learning activities can't do without learningenvironments. Learning environments includes not only physical environments, but also thesoft environments, such as the teaching styles, teaching tactics, learning motives and learningatmospheres. Meanwhile the soft environments are just the core contents of learningenvironments. Information technology has potential to promote learning in many aspects, andit is constructing a kind of new learning environment. The learning society can provideslearning plans for every one when he needs, besides various learning resources andopportunities. In information technology environments, learner will decide his own learning,constructing of his own accord. Further more learners' constructing is conducting on the basisof much relevant information. Therefore the rich learning environment and resources areindispensable conditions that arouse lifelong learning capacity. Information technologyprovide many kinds of environments for promoting lifelong learning capacity, such ashypertext, multimedia learning environments, virtual reality learning environments, internetlearning environments, etc.The forth part elaborates information technology environments provide the knowledgeand skills that be helpful to constructing lifelong learning. Based on the computer multimediatechnology and network technology, Information being implied in learning has changedlearners' learning and exchanging style, and realized digital learning in real sense.Information technology causes changes of learning style, namely promoting transformingfrom passive learning to learning of his own accord, individual learning to cooperatinglearning, receiving learning to inquiring learning. Meanwhile by integrating informationtechnology with curriculum learners can master learning style of information age, learn tomake use of various learning resources, learn to study of his own accord in digitalenvironments, learn to make use of network communication for cooperating learning, and forcreative learning.The fifth part elaborates information technology environments do good to promotepsychology of lifelong learning capacity. This part illustrates the promoting function throughpromoting metacognition capacity, multi-intelligence and non-intellectual element.This research elaborates the idea of lifelong learning capacity, and systematicallyillustrates information technology' promoting function for lifelong education which enrichesthe theory of lifelong education. The aim is to hope that lifelong learner can make good use ofthe advantages of information technology, improve his lifelong learning capacity, learn tostudy, perfect him step by step.
