National medium and long-term educational reform and development project summary (2010-2020) (Draft for Public Comment) declares that our country will build "lifelong learning" overpass to get a good promotion for education by linking all levels of education vertical and horizontal, provide multiple choices for learners to meet the needs of diverse individual learning and personal development and build a flexible and open system of lifelong education. By 2020, we will make efforts to form a ubiquitous learning society.Era of knowledge economy calls for 21st century schools, uses 21st century technology tools and 21st century teaching content, cultivates the talents who meets the needs of the 21st century. The education of 21st century is immersed in the digital environment.In the environment where life-long learning as a new paradigm, the competency-based learning is gradually attracting the attention of technological learning community, because it provides important benefits for individuals and organizations. At the individual level, competency-based learning methods can help people identify and determine their capacity which needs development in order to achieve their personal level according to their needs in jobs.Current research on lifelong learning has been the generalization, but there is no systematic exposition on life-long learning ability, and this is not a feigned concept. Lifelong learning ability is the basic ability for life-long learners. It's a necessary prerequisite to build a learning society as well as the basic guarantee of lifelong education.With the emergence of concepts such as lifelong learning, lifelong education and learning society, the diversity paradigm makes concepts ambiguous, which is extremely unfavorable for our future research. Digital learning environment is a necessary prerequisite to support lifelong learning, develop lifelong education and build learning society. Based on the concepts of lifelong learning, lifelong education and learning society in the context of digital learning environment, this paper reviews the distinction and relation between the three concepts. And on this basis, it proposes a constructive concept of "lifelong learning ability", designs and constructs topics related to life-long learning ability model and interviews a large number of people. With the combination of experts and academics, this paper builds a life-long learning ability model which was tested. It provides the necessary support for school education, promotes the educational reform based on life-long learning ability, and it is oriented by market demand totally. This paper is divided into five parts:The first part is mainly to explain the significance of this paper and the research status of domestic and abroad, and describe the work of this thesis and the final conclusion.The second part is to introduce the theoretical basis and relevant literature review. Based on the review of digital learning, lifelong learning, lifelong education, learning ability and so on, this paper defines the distinction and relation between these concepts. With the combination of domestic and foreign research results, the basic theory in this paper is described in this part. And it is strongly supported by Dr. Chen Weiwei of Nanjing Xiaozhuang University.The third part is to explain the concept of lifelong learning ability, lifelong learning, as well as the concept interpretation of lifelong learning ability.The fourth part is to build lifelong learning ability model, which involves the method and theory of lifelong learning ability modeling, as well as the summarization of vast interviews in the build process. After the model was built, it was modified by many experts including Dr. Chen Weiwei of Nanjing Normal University, Dr. Wei Shunping of Institute of Distance Education in The Open University of China, Dr. Jiang Qiang and Wang Wei of School of Education Sciences in Northeast Normal University. After building the model, this paper makes some explanation and instruction to the related problems.The fifth part is to test the model of lifelong learning ability, including designing the questionnaire and processing a large amount of data, finally, make detailed analysis through some data.The sixth part is to introduce the final conclusion of this paper, hoping to arouse the concern of academics and extensive discussion and contention.
