How to evaluate the effect of the management of regular primary and secondary schools This is a new branch and a new topic of study in the field of education evaluation in the regular primary and secondary schools. Evaluating the effect of the related schools'management means scientific and practical methods are used to judge the schools'education factors, processes and results, according to the evaluating standards, so as to improve the schools'automatic developing.The main purpose of this article is to explore the theory of evaluating schools'management effect and enrich the practice of it , thereby, to arise the schools'attention to their management effect. The study will cover the background , definition , content, principles, style and importance of evaluating the effect of the management of regular primary and secondary schools.To evaluate the schools'management effect, we must stick to the following principles: guidance, variable quantity for substituting , development and scientism . The schools are encouraged to evaluate themselves and to plan their developing themselves. They are also encouraged to make reasonable use of the results of the evaluation activity. The content of the evaluation consists of two parts: educational achievements and the cost of them. The education achievements include the numbers of the qualified students brought up by the schools and the development of the students , teachers and the schools . The students'development always depends on the teaching conditions, quality of the students'resources, levels of teachers, levels of management and school culture. And all these are different with different schools. So the original academic levels of the students when they were enrolled must be put into the content of assessment. The margin by which the quality of the students has increased after receiving the school education ought to be considered the most important factor to show the effect of a school's management. The summative assessment must be replaced by the developmental assessment and the formative assessment. The education cost means both the direct and the indirect cost. The ratio of the achievement to the cost is the effect of the schools'management .The exploration of the assessing of the effect in regular secondary and primary schools will help to establish a new system of allocating funds , which is based on the managing effect of a school, find out the real relationship between the managing effect and the scale of a school, lead the principals to spend their limited funds on the development of the students, and therefore, achieve the best management effect.
