Nowadays there are more and more emergencies at primary and secondary schools, which caused widespread concern, school safety is up to national level. Risk evaluation on primary and secondary schools'emergent events is a systematic and scientific evaluation method for risk management. It plays a very important role for enhancing safety management and risk management on schools. In our country, because of the risk evaluation on this area is at the beginning, so it lacks a scientific and standardized method and the situation restricts the development of risk evaluation on primary and secondary schools'emergent events. Therefore, it is necessary to research on risk evaluation of primary and secondary schools'emergent events.This paper presents a comprehensive risk evaluation method through literature review, theoretical analysis, expert research, math model construction and case study.Firstly, a theoretical framework on risk evaluation of primary and secondary schools'emergent events is given, also proposed school emergencies risk evaluation of the basic concepts and the risk evaluation triangle framework.Secondly, based on literature review and consulting relevant experts, a complete school risk evaluation index system is presented, which including hazards vulnerability and emergency capacity indicator system(15 first-layer indexes, 64 second-layer indexes, 85 third-layer indexes)is presented. Then according to the theory of analytic hierarchy process, invite 20 experts to score, and calculation the indexes weight. Then, compared with many assessment methods, this paper chooses the fuzzy comprehensive evaluation method.Finally, a real case study is given based on the comprehensive risk evaluation model. The final score of the school is 0.8 on a 1 scale belong to higher risk classfication. The case study testifies the effectiveness of the methods in this paper.
