There are a variety of natural disasters in China,which are strongly destructive and occur frequently. As a result, strengthening the ability of natural disaster emergency and drawing public consciousness on disaster prevention and mitigation have been the focus of concern from all walks of life in China. In recent years, however, school personnel casualty cases caused by natural disasters have increased, especially Wenchuan Earthquake in 2008, which deeply reflect the problems about natural disaster emergency management in our elementary and middle school.The purpose of this paper is to understand the present situation and the existing problems of natural disaster emergency management in our elementary and middle school, and try to analyze the causes of these problems, and finally put forward some useful advice to improve our ability for emergency learning from foreign successful experience. I hope this thesis could provide reference for the elementary and middle school in Sichuan Province or even the whole country.Thus, the author takes the elementary and middle school in Jinjiang District, Chengdu, Sichuan province as example, and understands their current situation of natural disaster emergency management from two aspects of hardware and software elements by the questionnaire, interview and on-the-spot investigation. The hardware elements include defense facilities for natural disasters, emergency rescue tools and material reserves and building disaster prevention ability. The software elements involve in emergency plan, kinds of rules and regulations, softy education, exercise drills and emergency rescue teams. Through the survey, we have found that we have achieved initial success in the prevention from natural disasters and emergency management in elementary and middle school after Wenchuan Earthquake.Mainly on the unsafe school buildings facilities, material reserve can’t meet the demand of emergency, emergency drills become a mere formality, contingency plans for lack of pertinence, etc. Aiming at the problems of primary and secondary schools in the area, this paper probes into the causes, thinks the main reason is: safe education resources shortage, emergency management is lack of internal and external collaboration, disaster management lack of financial support and permanent schools lack of emergency organization. In order to solve the above problem, this paper draws on experience of the United States, Japan, put forward the ability of the natural disaster emergency management suggestion of primary and secondary schools, including the following aspects: to set up disaster emergency management team, expand the participation of school of natural disaster emergency management main body, broadened the source of school safety management of funds, the transformation of the mode of natural disasters in safety education, etc.
