Vocational education is an important part of national education, which can promoteeconomic, social development and employment. In 2005, it was pointed out in Decisions on FullDevelopment of Vocational Technical Education by the State Council that the scientificdevelopment perspective should be implemented and the development of vocational educationshould be regarded as the basis and having strategic importance to economic and socialdevelopment. By the year of 2010, there will be 8 million vocational high school students, thenumber of whom is close to that of regular high school students. In the period of the eleventhfive-year-plan, 25 million students will graduate into the world from these vocational high schools.Opinions of Education Ministry on Rapid Development of Secondary Vocational Educationpointed out that secondary vocational education is a very important part of secondary education inour country, which undertakes the important task of educating hundreds of millions of would-beworkers with high quality, and is the important basis of ecomonic and social development in ourcountry. Decisions by Shandong Provincial Council and Government on Full Development ofVocational Technical Education pointed out in 2005 that the number of enrolled vocational highschool students will amount to 5.6 million in 2006 and there will be 15 million students invocational high school. By the year of 2010, the number of vocational high school students will beclose to that of regular high schools. It is true that this is an excellent opportunity for thedevelopment of vocational education and it provides important evidence for the reform anddevelopment of teaching research on regional vocational education. But in the field of teachingresearch, there exist some problems, which are as follows: there is a lack of awareness of theposition and role of teaching research on vocational education;policies and regulations can't beimplemented;teaching research organizations of vocational education are not healthy;management systems and operational institutions of vocational education have not beenestablished;teaching research on vocational education is not sufficient and not compatible withthe development of vocational education;teaching researchers are not competent and the qualityof the researchers is to be enhanced, most of whom are empirical and responsible for managing,not investigative and innovative. These problems must be looked into and solve D. The task forvocational education is tough and heavy and there are many problems and difficulties indevelopment. Therefore, it is all the more urgent and vital to strengthen the teaching research inregions under the cities. And it has become the significant issue to be solved how the teachingresearch on vocational education will adjust to the new situations.The thesis is entitled "A Survey on Present State of Teaching Research and DevelopmentCountermeasures in Regional Secondary Vocational Education" because it is the reasonablereflection and contemplation on teaching research of vocational education in the new situationthat our country and Shandong Province perform the graded-management and city-oriented policyand call for the change of the teaching research on vocational education. The study in this thesis isconducted according to the logical thought of "what", "why" and "how". It is composed of threeparts: history and characteristics, present state and problems, countermeasures and measures. Thethesis analyses and explores these three parts in the levels of theory and practice. Part one givesdefinition, description and introduction to the connotation and history of teaching research onvocational education. This part also states the positioning of teaching research on vocationaleducation and offers a comprehensive statement of the characteristics of teaching research onvocational education. Part two assigns sound evaluation of the present state of teaching researchsystem's functions on vocational education. Some problems are raised and analyse D. They are asfollows: teaching research organizations of vocational education are not healthy;managementsystems and operational institutions of vocational education have not been established;teachingresearvh on vocational education is not sufficient and not compatible with the development ofvocational education;teaching researchers are not competent, et C. Part three puts forwardsuggestions, original opinions, measures and countermeasures on how to strengthen and changeteaching research on regional vocational education in terms of the aforementioned problemsexisting in teaching research on regional vocational education. This thesis not only summarizesand absorbs a lot of findings of previous researchers, but also demonstrates the writer'sexplorations and reflections in order to call on the relevant people to put a high premium onteaching research on regional vocational education and offer some rational suggestions on theestablishment of teaching research organizations, the construction of the collection of teachingresearchers and the reform and development of regional vocational education, thus contributingsome thought and evidence to the teaching researchers in theory and practice, which is, of course,the most important thing as far as the theoretical and practical values of the thesis are concerne D.
