"The hope of promoting our nation lies in education, and the hope of promoting education lies in teachers."With such profound expectation, teacher development goes into the new era. With the prosperous development of Quality-oriented Education, not only the pre-vocational teacher development is of significance, for it is for the perspective teachers, but also teacher development is of imminence, for it is decisive to the success and failure of contemporary education reform. The reason for this paper to select such a thesis to study is that the teacher further development of primary and secondary school is the base of elementary education.The common method of educational research is through comparison, for"the rock from other mountains can be better than jade."The reason why the USA is the comparative research object of the teacher further development of primary and secondary schools is that the USA is the initiator and antecedent of teacher development. Another reason is that the key issue of the research in this paper lies in the legal and regulation construction and curricular construction of the teacher further development of primary and secondary schools, which are the focal points of teacher development in the USA.
