Recently, the trend of education reform in the word is building pre-teachers’ quality guarantee system from national perspective and system view. So Preschool Teachers’ Evaluation System also became the important way to improve teacher quality. By several methods such as Text analysis, literature method, interviews, this study reveals the historical challenge and the realistic predicament of pre-school Teachers’ evaluation system which based on mainline of historical changes and institutional building, and then from theoretical and practical levels to explain the reasonable feature and suggestions of system construction.This thesis includes three parts:The first part consists of connotation analysis and historical review on pre-school Teachers’ evaluation system construction. Firstly, to analysis definitions of a preschool teacher evaluation system include the main ideas and the basic elements. Then on the perspective of historical evolution, system construction was divided into three stages after liberation:the embryonic stage (1949-1986), initially established (1986-2007), legalization and comprehensive improvement stage (since2008).after that, analysis of the whole characteristics and realism challenges of system construction.The second part, the main part of this paper, analysis the realistic predicament and its’ reasons of pre-school Teachers’ evaluation system from two major aspects of the system design and operation. First of all, reveal the system-text design problem on the systematic of structure, normative of text content, value-oriented. Secondly, analysis the problems of system operation from evaluation subject, evaluation content, evaluation object, evaluation mode, and evaluation efficiency. There are three main reasons of realistic predicament. The first reason is that without enough guarantees of the system environment and the condition of system environment. The second reason is the disadvantage of management system, such as drawbacks of the hierarchical management system; functions of the macro-level government are biased position; the kindergarten principal responsibility system does not sound which restrict the operation of evaluation system.The third part, based on the research of realistic predicament, construct the reasonable features of pre-school Teachers’ evaluation system from Oriented, normative, legitimacy and effectiveness. Finally, from three aspects of the improvement of the institutional environment, the management system, the perfection of system itself, this paper proposed specific proposals on system construction.
