The teacher qualification system is a statutory occupation qualification system that the state implements for teachers.It is an important guarantee for teachers to embark on a scientific,standardized,and legal path.Constantly improve teacher qualification system is conducive to improve the quality of teachers.It is the guarantee for the professionalization of teachers and the necessary means for promoting the modernization of education.There is a need for further development of teacher qualification system in our country.The Japanese teacher qualification system for primary and secondary schools has certain reference significance.In our country's previous study of Japanese teacher qualification system for primary and secondary schools,the Japanese teacher qualification system for primary and secondary schools was regarded as an independent individual,separated from the background and social environment in which the system was located;and the system was considered as static.The study itself is a static,independent,point of study which is based on the institutional content.This article combines the system with the social environment,studying the laws in its development history,summing up its experiences and lessons,and thus forming an enlightenment for the development of the teacher qualification system for primary and secondary schools in China.It is dynamic,relevant,and linear research.This article takes the development history of Japanese teacher qualification system for primary and secondary schools as the research subject,adopts historical research methods,literature research methods,and comparative research methods,introduces the development history of Japanese teacher qualification system for primary and secondary schools,and sorts out the experiences and lessons learned from the development process,summarizes its enlightenment to the development of China's teacher qualification system for primary and secondary schools.As a country with a long history of teacher qualification,Japan has gradually reformed and developed the teacher qualification system for primary and secondary schools in accordance with sociopolitical,economic,and cultural changes.The development process of Japanese teacher qualification system for primary and secondary schools was divided into three stages according to the centralized education before the end of World War II,the democratization of education after the end of World War II,and the globalization of education since the 20 th century.After the Meiji Restoration,it was difficult to start under the background of centralized education;after World War II,the transition and reconstruction of the system was realized in the context of democratization of education;after the 1980 s,the system gradually became modernization in the context of education internationalization,information,and lifelong.In its long course of development,there have been many experiences and lessons worth learning and drawing upon.This article believes that the development of the teacher qualification system is social,contradictory and gradual.Based on the experience and lessons of the development process of Japanese teacher qualification system for primary and secondary schools,it is concluded that social harmony and stability are prerequisites for the development of all institutions.In a good social environment,we must unswervingly follow the path of professional development of teachers;we should learn from China's specific national conditions,learn more mature foreign development experience,improve the status of teachers,improve the professional quality of teachers,and strive to achieve the lifelong development of teachers,gradually improve the teacher qualification system in China;recognize the existence of contradictions in the course of development of things,look at problems from the point of view of connection and development,recognize the objective laws of development,grasp the opportunities and challenges of development,and promote things to be better,although the development process is long-term,tortuous and repetitive,the outlook is bright.
