Questioning is an important way mainly used in the communication between teachers and students. In the traditional classroom teaching, it is a common phenomenon that teachers raise questions while students answer them, which is regarded as the only mode of classroom questioning. As the gradual deepening and promotion of the reform of new curriculum, it is gradually realized that students' active questioning can increase studying interests and therefore achieve more studying effects. Students' active questioning in class is a very important mode of taking part in classroom activities, provides a platform where students can show their active research, independent thinking and creativity, and is an effective way of cultivating their independent personality.However, the actual situation about Students' questioning in class is not optimistic. Students are not willing to, or dare not, or not able to raise questions. What we can see in class is that teachers say and ask while students listen and answer. The questioning consciousness of students and the teaching behavior of teachers remain the same as before because no existing teaching management systems, or teaching evaluation systems, or teaching methods support them.The questioning consciousness can show how active, how deep, how independent and how creative an individual's thinking quality is. Therefore, the nonexistence of the questioning consciousness means that students are still the passive receivers of knowledge and not questioning means that students' important role in class has not been achieved or reinforced. In form of actual observation, surveys, and interviews, this research is focused on questioning in class. After the analysis of relevant factors, it can be concluded that the main factors affecting students' questioning in class are as follows: principals' evaluating orientation; the managing systems and behavior of a school; traditional cultural background; teachers' teaching methods, characters and moods, and their response to students' questioning; classroom psychological environment and parents' cultivating attitudes; and students' questioning consciousness, character and psychology, their interests and learning habits and so on. Therefore, the author holds the opinion that the failure of students' questioning in class is due to not only students and teachers, but more importantly, to the nonexistence of advanced managing ideals and corresponding managing behavior of schools. Based on the above analysis, the research believes that in order to meet the social demand of talents, the traditionalschool operating modes and class teaching methods must be reformed, all-level departments of a school and a wide variety of people must fully display their educating function, and the system of regarding students as the center must be built. Through building obvious aims and scientific organizations, and carrying out scientific schemes, evaluation and teaching practice, students should be gradually helped change bad learning habits such as remembering what they do not understand, learn to think and then learn to study, and improve their ability to finding out and raising questions. Then , the aim of improving the quality of students can be finally achieved.On the basis of modern teaching principles, the author tries to find out, from the level of management, the effective strategy of increasing students' ability of questioning in class. In order to increase students' creativity and ability to ask, teachers' teaching ability should firstly be improved; meanwhile it is admitted that schools' management can lead, supervise, and support teachers' teaching behavior. Therefore, the research outlines the schools' managing strategy of promoting students' questioning is class: principals should change their professional beliefs; the further education of teachers should be paid importance to; loose managing upon teachers should be carried out; learning-oriented schools should be built; campus culture attaching importance to questioning should be cultivated; a great deal of space should be supplied to enrich individuals' life experience; a wide variety of school-based curriculum should be developed; curriculum evaluating systems paying attention to teaching process should be built; and abundant and perfect teaching equipment and classroom-teaching managing strategy should be provided. The aim of all these measures is that students are able to and dare ask whatever questions they want to. By this process, students' questioning ability in class can be increased and students' life quality can be improved.
